Global Movement Management: Commerce, Security, and Resilience in Today's Networked World is a new IBM thought leadership paper that provides a framework for stakeholders across the public and private sectors to improve the performance of global movement systems critical to today's interdependent economic and security interests, while also seeking to preserve core societal values such as privacy and competitiveness. The new framework addresses the asymmetric risk posed by terrorism and the unpredictable consequences of unintentional disruptions to which today’s global economic and security infrastructure is increasingly exposed. The key ideas presented in this paper focus on 21st century risk, a strategy of "intelligent immunity," a Global Movement Management analytical framework, strategic human capital, unique data assets and skills to be leveraged through technology, and a public-private solution to bridge a critical governance gap.
