Business need | Aging British military bases were in need of a substantial refurbishment. The challenge for the Ministry of Defence was to set up and manage a low-risk, high quality commercial contract for an £8billion, 35 year construction and maintenance project to build, refurbish and manage accommodation and working facilities at six UK garrisons. The MoD needed a partner who could translate its strategic objectives of creating state-of-the-art facilities into a cost-effective, workable contract delivered with minimum risk and within the government's cost and time guidelines. |
Solution | IBM Global Business Services worked with the MoD team to translate the project's technical requirements into a commercial proposition and used its knowledge of the construction and facilities management market to evaluate project bidders. IBM was crucial in developing a cost-effective approach to the project, designed the bidding and response analyzing process that was, within two months, able to provide a solid recommendation on the best bid submission. IBM then oversaw negotiations with the winning bidder. |
