Case study Company name: Erie County
County government information department cuts operating costs and improves communication and management control of county services with the implementation of an end-to-end integrated enterprise resource management system by IBM Global Business Services. |

Business need | In common with many other public authorities, Erie County, New York, is under constant pressure to do more with less budget dollars, and to find new ways to deliver its services at lower costs. The organization envisioned an integrated approach that would support not only current human resources, payroll, financial, budget, and procurement processes but also future needs. However, with aging systems, many of which were duplicated across several locations, Erie County needed to find a way to make a radical change in its approach to IT. Once a decision to implement SAP was made by the county, Erie County sought an experienced implementation partner for the SAP software. |
Solution | IBM Global Business Services and Erie County reviewed more than 600 existing management and operational processes. IBM then helped to adapt and reengineer these processes as part of the migration to the mySAP Enterprise Resource Planning (ERP) application. IBM then implemented the software, which went live with a 'big bang' approach. It delivered payback almost immediately: interdepartmental communication and collaboration improved as all departments were linked for the first time via a common set of business solutions and processes. |
Results | Erie County achieved direct savings of up to $3.5 million annually, which was directly attributable to the new IBM infrastructure and SAP software implementations, along with improved management and control of the $1 billion budget. IBM Global Business Services performed the SAP software implementation on schedule and on budget, and helped Erie County to introduce industry best practices across all management and operational processes. |
Customer testimonial | “By opting to work with IBM Global Business Services, we are successfully building an integrated, best-practice information management architecture for the future.” Art Telaak, Director of Information Services Support, Department of Information Support Services, Erie County, NY |
