The LAIPT's portfolio of 180+ applications was still organized around the three single Service environments, which meant that it had duplication or indeed triplication of functionality based on its legacy applications. The LAIPT was actively seeking to rationalize this portfolio through the implementation of a new logistic information systems strategy. Part of this strategy required that relevant industry information systems, information technology and subject matter expertise be available “on call” to provide information and advice to the LAIPT as needed.

Solution

In April 2003, the Independent Design Authority Capability Services Team was created to provide technical and logistics business support and advice. This team consists of a core consulting team and on-call subject matter experts that provide Defence personnel with recommendations on the procurement of IT applications to support the Ministry’s operations of the future. The IDA is an IBM-led organization, made up of approximately 50% IBM personnel and 50% of subject matter experts (SMEs) contracted to the IDA through IBM. The IDA Capability Services Team is now the key resource used by the LAIPT and its larger Defence customer base.

Results

Since its inception, the IDA has provided numerous strategic, tactical and actual solution outputs, which have been taken forward by the LAIPT or its customer base. Over and above the solution-oriented outputs provided, the direction provided by the IDA has also led to the LAIPT and its customer base being able to make significant savings or avoid pointless cost expenditure. Actual cost savings have totaled almost £4 million, and cost avoidance over £13 million, for a total savings of £17.2 million.

With an annual spend of £1.2 billion, the Defence Communication Services Agency (DCSA) is responsible for the delivery of Information and Communication Services (ICS) across the U.K. Ministry of Defence. At the heart of the Agency are 6 Directorates and 16 dual accountable Integrated Project Teams (IPTs) driving forward improvements in communication and information systems to meet the needs of Defence. The Logistics Applications Integrated Project Team (LAIPT) was formed in April 2001, bringing together the information services (IS) organizations from the Defence Logistics Organisation (DLO) Headquarters and the 3 single Service support organisations into a single Through Life cluster IPT hosted within the DCSA.
