An insurance leader redefines the way we pay
For years, auto insurance customers have been paying for the driving habits of others. Norwich Union, the UK's largest insurance provider, has a revolutionary plan to give customers the choice of paying premiums based upon their own driving habits rather than the statistical measure of the general population - which will ultimately provide fairer and potentially lower insurance rates.

Through realtime tracking, the Pay As You Drive™ policy will calculate and assign premiums based on actual vehicle usage—a true on demand solution. IBM is providing the deep industry knowledge and technological expertise needed to help Norwich Union turn this on demand insurance plan into a reality.

The technology behind the insurance
IBM will provide the hardware, software, and the actual in-car "black box" for Norwich Union. The box will use telematics—combining wireless communications and global positioning satellite (GPS) technology—to measure vehicle usage and transmit data through a mobile phone network from Orange Communications. The customer's monthly bill will be calculated based on his or her individual driving data. Given the sensitive nature of driver information, the IBM data protection service will work round the clock to provide robust security.

Norwich Union is also researching ways to leverage the technology behind Pay As You Drive™ to offer additional services such as on demand driving directions, stolen-vehicle tracking and direct connection to emergency services—a natural progression of the on demand technology.

Will tailor-made insurance pay off?
A Pay As You Drive™ pilot program is currently underway to enable IBM and Norwich Union to track and analyse customer driving habits and determine the best way to tailor insurance plans to benefit their customers. Premiums will be based on many factors such as driving distance, destination and time of day. But no longer will customers be forced to pay for the high-risk behaviour of others who happen to fit their demographic profile. For instance, Norwich Union might give discounts to young drivers who don't drive during high-risk periods normally associated with their age group.

Norwich Union and IBM expect that Pay As You Drive™ insurance will encourage brand loyalty and ultimately reduce the premiums of participating customers. The anticipated result: bigger market share and new-found status as an industry innovator.

The Pay As You Drive™ pilot takes off
Response to the Pay As You Drive™ pilot program has already been very positive, with no shortage of customers eager to participate. By December 2004, Norwich Union and IBM will have tracked the driving habits of 5,000 participants. Armed with these insights, IBM will work with Norwich Union to conduct usage and risk analysis to refine the insurance billing process, create a comprehensive business model and launch Pay As You Drive™ in the UK in 2005.

For the first time, a car insurance plan will yield a measure of control over premiums to its customers. Pay As You Drive™ represents a breakthrough in customer responsiveness—and a compelling example of on demand thinking.
